Priority 3 - Action Area 2 (AA3-2)

Developing High Quality Sites & Premises of Regional Importance

Funding for projects which support the development of Regional Strategic Sites, specifically projects that develop high quality environments using: landscaping; public realm, including gateway features; ICT connectivity; energy management; green infrastructure; and transport plans.

AA3-2 focuses on: knowledge-based businesses and high value added sectors; creating the right “sense of place”; and tackling of brownfield land issues.

Rationale

Regional Strategic Sites in the Northwest are focused on: regional investment sites; knowledge nuclei; and inter-modal freight terminals. The sites provide opportunities to support: knowledge-based growth; a range of key sectors; and the economic restructuring of particular locations.

These sites have the potential to: drive up regional competitiveness and Gross Value Added growth; and help to tackle sub-regional economic disparities.

Although the private sector is often a willing partner in these types of schemes, it would not necessarily bring forward the optimum mix, scale or spatial pattern of regional employment sites to meet the economic development requirements of the region.

Eligible Activities

There are three approaches to determining which sites should be supported under AA3-2

  • Where there is a strong market failure argument for intervention
  • Where the intended end use is not general industry and distribution, but sites which have the potential to encourage the expansion of the region’s knowledge economy and high value sectors
  • Where there is the potential to provide employment to areas of regeneration priority in the region
