ERDF Governance

In the Northwest, the Northwest Regional Development Agency (NWDA) is responsible for managing the ERDF programme, which is known as the Northwest Operational Programme (NWOP).

The NWDA allocates NWOP funding through a single appraisal process to different Action Areas within its four Priority Areas.

Programme Monitoring Committee

A Programme Monitoring Committee (PMC) has been formed to monitor, oversee and advise on the delivery of NWOP. The role and function of the PMC is laid down by European Union legislation.

The PMC is responsible for: setting the direction for NWOP; driving NWOP forward; ensuring NWOP meets agreed objectives and targets; and overseeing the strategic review of NWOP.

The PMC comprises 28 senior representatives from across the region, from: the NWDA; Government Office for the Northwest; 4NW; the Department for Communities & Local Government; Sub-Regional Partnerships; local authorities; higher education; trade unions; and from the private and voluntary sectors.

The PMC is assisted by two sub-committees

  • The Performance & Monitoring Sub-Committee
  • The Merseyside Phasing In Sub-Committee

The Performance and Monitoring Sub-Committee assists the PMC in its duties in reviewing the Programme in more detail.

The Merseyside Phasing In Sub-Committee provides the PMC with further resources and informed comments to focus on Merseyside during its transitional "phasing in" status.
